Published this summer and sponsored by Oceana, Mercury Policy Project, Clean Water Action and Zero Mercury Campaign, Fair Warning notes the FDA has tried to stop California from putting mercury warnings on canned tuna "claiming that the Federal Food, Drug and Cosmetic Act preempts state warnings."
